Module 4: Congressional Rules and Procedures and Decision making
This module discusses the various types of legislation that Congress addresses and the rules and procedures that can either hinder or help legislation to pass.
It closes by addressing the ways in which members make decisions, the influencers of those decisions, and the deals that members make among themselves.

By the end of this module, students will be able to:
Discuss the advantages and disadvantages of various types of rule imposed upon legislation that is introduced into the institution.
Evaluate the differences in the rule-making process between the chambers and explain why there are those differences.
Evaluate various theories of decision-making in Congress.
Discuss the determinants of voting on legislation.
