The focus of this module’s discussion is to explore policy that relates to nursing workforce. You will think in depth about staffing, technology, and other factors that are and can be regulated through policy that impact nursing workforce.

In your assigned readings for this module, it is not clear whether the California staffing regulations have improved patient outcomes.

Studies do show that nurse satisfaction has improved and nurses perceive they are providing better care. Is improving nurse satisfaction a sufficient reason to establish regulation as done in California? Why or Why not?

The American Nurses Association has made a stand on staffing regulations for registered nurses. What is their stance? Name two reasons that the ANA present to support their position.

What are your thoughts on the ANA position?
Several studies have suggested that hospitals responded to staffing regulations by reducing staffing of non-RN personnel.

Nurse Staffing Standards for Hospital Patient Safety and Quality Care Act

There are no federal mandates regulating the number of patients a registered nurse can care for at one time in U.S. hospitals.

As a result, registered nurses (RNs) are consistently required to care for more patients than is safe, compromising patient care and negatively impacting patient outcomes.

This legislation would protect patients and improve health care by setting mandated, minimum, registered nurse-to-patient staffing ratios.

Identify an appropriate congressional leader about a selected population health issue in your nearby community.

You will need to research the official and explain why you chose to contact them (have they historically opposed or supported your selected population/issue? Are they involved in any committees/projects that might influence this population/issue?).

You may contact any nursing advocacy organization for related topics and/or legislative bills for information also.

You will then, write a one-page letter (not to be sent necessarily) to the identified congressional leader introducing yourself, giving

a brief summary with statistical/scientific support about the issue you are addressing. Finally, you must describe your suggested solution to the issue and what you desire the leader to do concerning it.

You must use three (3) scholarly resources in your research and submit the worksheet along with the letter for grading.

Once you have received feedback from the professor, this piece should be uploaded to the Completed e-portfolio in ProjectConcert.

You will not be graded on uploading each piece to the e-portfolio separately, but at the end there will be an overall grade for the completed e-portfolio.

Pay particular attention to: nursing licensure requirements including APRN, nurse practice acts including APRN, scope of practice including APRN, the specifics of the NCSBN Consensus Model, the various sources of regulation, and the role of courts in shaping policy.

Further, pay particular attention to: Understanding Scope of Practice. Scope of Practice is tied to the Nurse Practice Act of the state in which you practice.

For nurses who work for the Veterans Administration, this is a bit different (this is truly the only exception that am aware of).

You must know the Nurse Practice Act in your state and understand that this is legislated.
