Assignment Three is a 4-page memo on the Chayes book. Chayes states that corruption in Iraq (and in most countries) occurs on two levels: micro and macro. And the effort to reduce corruption should focus on both levels.
When they attempted to reduce micro corruption in Iraq (small payments), macro corruption (high, wide and deep corruption of top leaders) persisted. Explain how the two levels of corruption are related. What unifying strategies might reduce corruption more effectively. Explain what government activities (performance) was affected by corruption.
